民眾購買商品及服務,或移轉資金予另一個人時,民眾須使用支付工具,支付工具包括現金、支票、轉帳卡、信用卡及電子貨幣。除了現金之外,支付工具涉及對金融機構的債權。通常,又會涉及一家以上的金融機構。因此金融機構間需要建立一種方法為自身或客戶移轉資金,故支付系統是一套用以處理與貨幣價值移轉有關的機制,也就是以中央銀行發行的貨幣做為計帳單位,提供經濟個體移轉資金的功能,其運作包括支付工具的交付或支付指令的傳達,以及透過銀行帳戶轉帳,以解除收款人與付款人間的債權債務關係。根據國際清算銀行的定義,支付系統係指系統參加者間用以撥轉資金的一套工具、作業程序及規約。[1]

英文解釋 When people purchase goods or services or transfer funds to others, they need to use payment instruments, such as cash, checks, debit cards, credit cards or electronic money. Except for cash, payment instruments involve claims on financial institutions. Therefore, financial institutions need arrangements to transfer funds on behalf of themselves or their customers. A payment system is such a mechanism; it uses currency issued by the central bank as a unit of account and provides funds transfer services to individuals. The operation of a payment system includes delivering payment instruments, transmitting payment instructions and transferring funds through bank accounts to discharge the obligations between payees and payers. The BIS defines a payment system as a set of instruments, procedures and rules for the transfer of funds among system participants.[1]
