The Data: Coverage, Periodicity, and Timeliness

Coverage characteristics

5.1.1 Statistical presentation

The ROC's total external debt can be divided into long-term (more than one year) and short-term (less than and including one year) debt depending on the term of original maturity.

Each of them includes public external debt and private external debt. Most public external debt is long-term debt and raised by the government entities. The main part of private external debt is short-term debt. The principal borrowers of private external debt include authorized foreign exchange banks, OBUs, and private enterprises.

The basic data are obtained from government departments, banks and private enterprises.

The preliminary quarterly external debt data are disseminated 50 days after the end of the reference quarter. In other words, the press release dates usually fall on the 20th of Feb., May, Aug. and Nov.

The data from the individual banks and private enterprises are treated as confidential.

0.1.4 Ensuring statistical reporting

Article 39 of Central Bank of the Republic of China (Taiwan) Act provides that the CBC shall collect and compile external debt for the purpose of supervision and management.

Data are not routinely revised. If there are revisions, the publication of "External Debt Quarterly" would note that "r." refers to revision.
