The Organic Regulations of the Central Engraving and Printing Plant

* Article 1

These Regulations are prescribed pursuant to Article 13 of the Central Bank of China Act.

* Article 2

The Central Engraving and Printing Plant ("the Plant") is directly supervised by the Central Bank of China ("the Bank"), specializes in the business of printing Bank notes, and may engage in the business of printing important government documents and other securities. When necessary and with the permission of the Bank, the Plant may engage in the business of printing , manufacturing ink, producing paper and printing equipment, processing used notes, and destroying worn-out notes

* Article 3

The Plant shall have a President in charge of the overall business and two Vice Presidents to assist him.

* Article 4

The Plant shall have two to four senior engineers and two to four executive officers to handle technical and administrative matters delegated by the President.
Such persons may concurrently be appointed director of a division or office, or take assignment in a works, division, or office when required.

* Article 5

The Plant shall have the following divisions and offices:

  1. Business Division: responsible for business communications and contacts, price quotation, closing contracts, preparing and issuing work notices, and other matters relevant to business.

  2. Quality Control Division: responsible for establishing production capacity and production standards, allocating production tasks, monitoring and controlling production progress and quality, maintaining machinery and equipment, and other matters related to production control and inspection.

  3. Procurement and Supply Division: responsible for processing purchase orders , procurement, transportation, insurance, inspection, storage, disbursement, safekeeping, supply, allocation, inventory control, maintaining machinery and equipment, and other matters related to purchases and storage.

  4. General Affairs Division: responsible for administrative affairs, properties, personnel transportation and sanitation, handling of maintenance works, salary payment, withholding taxes, collecting printing receivables, filing and paying business tax and stamp duty, custody, disbursement and receipt of cash, sponsoring in-house entertainment, promoting neighborhood relations with the local community, drafting employee benefits plans, and other matters not specified in other divisions and offices.

  5. Technical Research and Development Office: responsible for research and improvement of printing technology (including anti-counterfeit device, design, engraving, plate making, printing, etc.), planning technical management, making master plates, pre-press operations from drawing original design through proofing, introduction, translation and editing of new information regarding various printing technology, other matters related to technical data management.

  6. Secretariat: responsible for planning policies regarding Plant activities, arranging combined projects, editing work reports, handling confidential matters and legal cases, revising, typing, proofreading, sending and receiving of official documents, monitoring document flow, archives management, custody of seals, planning the schedule, and keeping records for important meetings.

  7. Accounting Office: responsible for budgeting, accounting, statistics, calculation of costs, internal auditing, financial allocation, and design of accounting system in accordance with relevant regulations.

  8. Personnel Office: responsible for designing the personnel system, drafting personnel rules, arranging organizational structure and employment plan, handling employee recruitment, performance appraisal, promotion, transfer, dismissal, attendance verification, awards, and discipline.

  9. Ethics Office: responsible for planning ethical work and preventing corruption, compiling and publishing ethical regulations and cases, prevention and uncovering employee corruption and malfeasance, investigating corruption complaints, making proposals for evaluation, awards, discipline, reform of ethics, planning, promotion, coordination and implementation of confidential matters, maintenance of the Plant's safety, providing assistance in handling complaints and petitions, security of working areas, and other matters related to ethics.

  10. Occupational Safety and Health Office: responsible for planning, supervising, inspecting matters regarding employee safety and health, investigating, reporting, recording occupational disasters, medical care of employees, environmental protection, handling of matters related to gender equality and employee rights, and providing assistance to activities organized by the labor union.

  11. Information Management Office: responsible for the promotion of use of information technology for the Plant, organization and maintenance of the information system, input, compilation, preparation and analysis of data, other matters related to data processing.

* Article 6

Each division/office of the Plant shall have a director, one or two deputy directors, and several staff members to perform duties. When required, sections may be formed within an office/division , provided that each section consists at least three employees. No section shall be formed if there are no sufficient employees to form two sections. 

Each section shall have a chief and may have a deputy chief. Occupational Safety and Health Office may establish a medical clinic.

* Article 7

The Plant shall have the following works:

  1. First Works: in charge of business relating Bank notes printing.

  2. Second Works: in charge of business relating to printing of important government documents and other securities.

Each works shall have a Manager who supervises a team of staff to perform duties and one or two Deputy Managers to assist him. 

Each works shall have a printing section, finishing section, and engineering section. 

Each section shall have a chief, one or two deputy chiefs, and several staffs to perform duties. Subsections may be formed within a section to perform duties when required, provided that each subsection consists at least three employees. No subsection shall be formed if there are no sufficient employees to form two subsections. Each subsection shall have a head and may have a deputy head. A subsection, made up of more than ten employees, may have one additional deputy head. The administrative matters of each works are supported by the corresponding divisions or offices of the Plant. The divisions/offices may dispatch their employees to the works working under the supervision of the Manager and Deputy Manager.

* Article 8

The Plant shall have the following works:

  1. Ink Production Works: responsible for organizing ink production , manufacturing and mixing varnish and ink, inspecting finished and semi-finished varnish and ink, collecting and maintaining relevant technical data, and researching and developing new technology.

  2. Banknote Processing and Disposal Works: responsible for collecting, checking, processing and storing used notes, organizing and implementing plans for the destruction of worn-out and obsolete notes, maintaining equipment, and prevention, inspection and control of pollution.

Each works shall have a director, a deputy director, and several staff members to perform duties and may set up sections when required pursuant to Article 7.

* Article 9

The President and Vice President of the Plant shall be appointed by the Governor of the Bank. The Managers of works shall be nominated by the President and approved by the Governor of the Bank . The Deputy managers of works and directors of divisions, offices and works shall be appointed by the President, and such appointment shall be reported to the Bank for record. The employment of appointed rank in the Accounting Office, Personnel Office and Ethics Office shall be reported to the Bank for approval before such employment is approved by the related authorities in accordance with relevant regulations. Other Personnel shall be employed by the President according to personnel rules.

* Article 10

When required, the Plant may engage independent contract workers. The number, compensation, and engagement method of such workers shall be determined by the President.

* Article 11

When required, the President of the Plant may appoint unpaid consultants for advice on or implementing specific matters.

* Article 12

The number and ranks of the Plant employees shall be tabulated separately .

* Article 13

When required, the Plant may establish ad hoc teams or committees to deal with relevant matters. Members of such teams or committees may be seconded from present divisions/offices within the Plant and shall serve without extra compensation.

* Article 14

These Regulations shall be effective on the date of promulgation.
The amended Article 2 and Article 8, which amendment made on October 27, 2004, shall be effective on January 1, 2005.
