Coverage characteristics
The ROC' external debt can be classified in public external debt and private external debt.
Public external debt can be divided into long-term (more than one year) and short-term (less than and including one year) debt depending on the term of maturity. All of the public external debt is raised by the central government, and the Ministry of Finance is the sole debtor.
Private external debt includes the debt of offshore banking units (OBUs), domestic banks, foreign banks in Taiwan, and private enterprises. Private external debt is also divided into long-term and short-term debt. The borrowers include authorized foreign exchange banks, OBUs, and private enterprises. The types of instruments include loans extended by international financial institutions (including foreign OBUs and foreign banks), issuance of Euro Convertible Bonds (ECB), foreign currency deposits both in OBUs and in authorized foreign exchange banks.

Confidentiality of individual responses
Article 35, Section 5 and Article 39 of Central Bank of the Republic of China
(Taiwan) Act provides that the CBC shall collect and compile external debt for the purpose of supervision and management. The data from the individual banks and private enterprises are treated as confidential .
