The Data: Coverage, Periodicity, and Timeliness

Coverage characteristics

The data cover all transactions between Taiwan's residents and non-residents. The unit of currency used is millions of U.S. dollars. Data disseminated include: exports and imports of goods and services; receipts and payments of income; current transfers; capital transfers; direct, portfolio and other investments of the monetary authorities, general government, banking and other sectors; and the change in official reserve assets.

The basic data are obtained from the international transaction report records and various statistics prepared by government departments and private enterprises; the rest are collected via supplemental surveys conducted by the CBC.

The data are original and are not seasonally adjusted.

Periodicity Quarterly
Timeliness 50 days after the end of the reference quarter

Access by the Public

Advance dissemination of release calendar

The quarterly press release is delivered on approximately the 20th of Feb., May, Aug. and Nov.. An advance release calendar that meets the requirements of the SDDS is disseminated on the CBC's web site on the Internet.

Simultaneous release to all interested parties

Data are released simultaneously to all interested parties through the Internet.

Integrity

confidentiality of individual responses

Article 39 of Central Bank of the Republic of China (Taiwan) Act provides that the Bank shall collect and compile financial data for the purpose of monetary policies and economic research.

Identification of internal government access to data before release

There is no internal government access to the data before the release to the public.

Identification of ministerial commentary on the occasion of statistical releases

There is no ministerial commentary attached to the release of the data.

Provision of information about revision and advance notice of major changes in methodology

The news release and all publications indicate that the data for the latest quarter are preliminary and contain estimates for unavailable source data. The publication of "Balance of Payments Quarterly" notes that "r" refers to the revision of quarterly and annual data for earlier periods. There is no advance notice of major changes in methodology but at the time of major changes in methodology there is a notice on the cover of "Balance of Payment Quarterly."

Quality

Dissemination of documentation on methodology and sources used in preparing statistics

Significant changes in the treatment and classifications introduced as part of the CBC efforts to implement the fifth edition of the IMF's "Balance of Payments Manual" are described in the Appendix of "Balance of Payment Quarterly."

Dissemination of ... that support statistical cross-checks and provide assurance of reasonableness

The balance of payments statistics are, in principle, compiled under a dual-entry system using data derived from various reports and statistics. Other statistics that are published, such as those on trade, tourism, etc., serve as the basis for comparison with related items in the balance of payments.
